native_midi_error const patch

native_midi_error() returns strings at many places but is declared to return
char* instead of coünst char*.  The attached patch makes native_midi_error() to
return const char*.

Thanks for your patch!

Do you give me permission to release your code with SDL 1.3 and future
versions of SDL under both the LGPL and a closed-source commercial
license?
