Currently the SDL_image sources include project files for Windows 8 and Windows Phone 8, but not Windows 10. This is in contrast to SDL and, interestingly, SDL_mixer:

Unfortunately I only have VS2017 available, so someone with VS2015 will have to cover this one :/
